What to do with abandoned kittens?

It seems every year one of the yards on the block gets a litter. After the mother stops nursing them, she seems to disappear.

What are we supposed to do with these kittens? First, they are very fast, too fast for us to catch the two kittens in my yard. They have been out in soaking rain, fire cracker noise and the raccoons that come through every so often.

Of course we feed them. What should we do, let them starve? So you call the shelters for help but there is no help or even advice. Someone please advise.
