Who's telling him not to testify?

Robert Blagojevich's attorney is willing to rest his case contingent upon the ex-governor's defense not calling any witnesses, and Rod will not now testify on the witness stand.

Noting the many very powerful people in Washington and Springfield who have been mentioned/implicated in relationship to Blago, I am wondering if the edict not to put him on the stand or call witnesses did not come from very high up. Perhaps it is silly of me to think that politicians might do something like that.
