Why replace good sidewalk?

I walk our dog twice a day in Elgin along Big Timber Road from Lyle to the church a block east. I just did so and found that instead of the two concrete squares which I thought needed replacing, about 35 - what seemed to be perfectly good squares - have been removed.

Also, at the north side corner of Lyle at Big Timber Road, a like amount of lineal footage, of what seemed to be perfectly good curbing, has been dug out.

I am only a casual observer, but to me, without further explanation, it seems a terrible waste of taxpayer dollars.
