Quinn signs legislation on farm financing, energy

Gov. Pat Quinn has signed two pieces of legislation aimed at helping farmers and at making state-owned buildings more environmentally friendly.

The governor signed both bills Saturday.

Quinn says Senate Bill 3719 will let more farmers take advantage of lower interest rates and will increase their access to capital.

The legislation expands the Illinois Finance Authority's loan guarantee program for agriculture.

The program makes financing available at banks and other lending institutions statewide.

Meanwhile, Senate Bill 3429 kicks off a study of the energy performance of state-owned buildings.

Quinn says the study will be used to help create standards for energy efficiency. A report is due to the General Assembly by July 1, 2012.
