Social Security being mismanaged

Sen. Mark Kirk, you say Social Security doesn’t need to be changed. How about looking into the fact that Social Security admits that they spent $320 million that should not have been paid out.

Where is the outcry from the people about this? Whose fault is it? What’s going to be done? The people at the top need to be replaced with people that know how to run Social Security.
