Village releases minutes of Oct. 6 board meeting

The village of Lombard recently released the minutes of its Oct. 6 board of trustees meeting.

Review of the proposed Village Transparency Ordinance

The Village Board will take official action on the ordinance at its October 20th meeting.

Discussion regarding term limits for the village board limiting the number of terms to three that an individual may serve on the village board

The village board will take action at its November 3rd meeting calling for a referendum vote of residents at the November 2012 General Election.

VILLAGE BOARD MEETING

• The board recognized Lombard Police Sgt. William Collins and Officers Paul Coy and Alex Rojas with the Award of Valor.

• The board approved the change of the village fiscal year effective January 1, 2013 from June 1st of each year to January 1st to coincide with the calendar year.

• The board declared five village vehicles as surplus property and authorized their sale at auction.

• The board approved levying and assessing taxes for a Special Service District, established for the property owners served by the traffic signal located at 800 E. Roosevelt Rd.

• The board approved the abatement of a portion of the 2003 Property Tax Levy for property owners for the reconstruction of Eisenhower Lane in the industrial area.

• The board approved the recommendation by the Plan Commission for amendments to the Village Comprehensive Plan to provide staff an opportunity to develop a detailed inventory of senior housing properties and analyze demographic information to anticipate future senior housing needs.

• The board entered into an Intergovernmental Agreement with Glenbard High School District 87 providing for a full-time Police Detective to serve as a liaison officer at Glenbard East High School. This will allow both parties to continue to work together in an atmosphere of mutual cooperation. District 87 will reimburse the Village on a pro-rated basis for the services of the officer.

• The board entered into an Intergovernmental Agreement with School District 44, the Lombard Park District and the Helen Plum Memorial Library to hire Tressler LLP to intervene in property tax appeals where the taxpayer is seeking a reduction in the assessment of property of at least $100,000.

• The board authorized the Village President and Clerk to sign a Resolution for the purchase of 12 mobile police radios and the purchase of 17 portable fire radios and 13 mobile radios. These purchases will allow increased radio communication with enhanced features and will allow both firefighters and police officers to carry portable radios.

• The board authorized the purchase of 50 PCs as part of the Village's I.T. PC replacement program. Most of these computers are located in the Police Department.

• The board approved a program to remove buckthorn from both the Illinois Prairie Path and Great Western Trail through the Village limits. The Illinois Prairie Path Board of Directors supports the Village's efforts to eradicate buckthorn along both trails as well as any other invasive vegetation species.

• The board voted against a Downtown Business Permit Grant Program.

• The board discussed holding an Electricity Aggregation Referendum to save fees for both residents and small businesses. Additional information was requested.
