Public bleachers a health hazard

I have become increasingly aware of the hazards associated with attending public events, both in educational facilities and recreational venues. I am referring to the lack of rails to access bleacher seating. It should be a safety factor in issuing building permits for new construction and a requirement in upgrading existing facilities.

It is surprising that this matter has not been addressed before. I think it is likely that it will not be overlooked if, and when, someone is seriously hurt in ascending or descending these hazardous steps.
