Project applicants sought for CDBG, social services grant programs

New Application Packet for 2012 Funding Now Available on City's Website

The City of Naperville is now seeking applicants for 2012 project funding for the federal Community Development Block Grant (CDBG) Program and the City-funded Social Services Grant Program.

Interested organizations can apply for 2012 funding by downloading the new application for both programs on the City's website at www.naperville.il.us/cdbg.aspx. Applications are due to the City by 3 p.m. on Friday, February 10, 2012. No late applications will be accepted.

Project applications can be submitted by mail to: Anna Straczek, City of Naperville, Transportation, Engineering and Development Business Group, 400 S. Eagle St., Naperville, IL 60540. Applicants can also drop off the materials in person at the Development Services Counter located on the first floor of the Naperville Municipal Center, 400 S. Eagle St.

“We're pleased to be able to continue this important program that provides our community with additional opportunities and resources for economic improvement and revitalization,” Community Development Block Grant Coordinator Anna Straczek said. “We're interested in reaching out to any organization that meets the federal eligibility guidelines for the CDBG program and we're happy to lend assistance in completing the new application process.”

In 2012 there will be a $20,000 minimum project award for capital improvement projects. There will not be a project award limit for social service projects.

The Department of Housing and Urban Development (HUD) determines the amount of each entitlement grant by a statutory dual formula which uses several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas. While following federal guidelines established by HUD, the City of Naperville awards organizations, or sub-grantees, funding that is dispersed for a variety of uses that include public services, grant administration, public facilities, infrastructure improvements and housing programs, principally for low- and moderate-income persons. Once applications are submitted to the City, they will be reviewed before being sent to the City Council for consideration. Project funding is anticipated by the City Council in the spring or summer of 2012.
