Three tax payments in one year’s time?

Within a year I will now be paying property taxes three times: Nov. 1, Mar. 1 and now Aug. 1. How does Cook County expect people that are already living paycheck to paycheck to now come up with yet another round of tax payments? All I can say is that elections happen every four years, and I will not be forgetting this.
