St. Charles man busted for public indecency

A St. Charles man suspected of repeatedly exposing himself to various pedestrians over the summer found himself at least wearing handcuffs just before Thanksgiving.

Police arrested Justin T. Paglusch, 29, of the 800 block of South 11th Avenue in St. Charles, on Nov. 23 on charges of public indecency and disorderly conduct.

Police believe Paglusch exposed himself and made lewd motions as he drove past women who were jogging or walking on the sidewalk at least four times during the months of July and September. The victims in those cases all detailed a man fitting Paglusch's description and matching the details of the black Ford Focus he drove as well as portions of its license plate.

Using those descriptions, police had the Illinois Secretary of State's office perform a search on all Ford vehicles that included the partial license plate information provided by the victims. Police then used the suspect description from the victims to zero in on Paglusch.

The most recent victim then identified Paglusch from a photo lineup that included his driver's license image. Paglusch's home address is centrally located among the spots where the exposures are alleged to have occurred.

Police located Paglusch at his place of employment, a restaurant on the east side of St. Charles, and arrested him without incident. He was later released on a $1,000 bond. Paglusch will next appear in court on Dec. 16.
