Ÿ Octwaviss S. Norwood, 40, of the 700 block of W. Highland Ave., Elgin, was arrested on charges of possession with intent to distribute cannabis about 10:21 p.m. Monday, according to a police report. Officers stopped Norwood after he failed to stop at a red light at Fleetwood Drive and McLean Boulevard. Officers said they searched the car — because it smelled of cannabis — and found approximately 56 grams of cannabis. Norwood admitted the cannabis was his, and in a later interview told officers he sold it to support his habit. His bail was set at $100,000 and his next court date is Aug. 14.
