Laws apply to all

Regarding Chicago's Sanctuary city lawsuit: The denial of funds by the federal government over failure to comply with a dictate is nothing new. When the 55 mph national maximum speed limit was mandated, states were told that they would lose federal highway funds if they failed to comply. Federal laws are supposed to apply to the entire U.S. After the Civil War, for example, Southern cities or states could not have decided that the Emancipation Proclamation would not apply to them.
