Use of COVID-19 funds

Just wondering, while I read in the paper how the DuPage County board members are discussing who to give this COVID-19 relief money. Police? Small business? And yet, when I asked a board member to send some financial assistance to nursing homes, I was told that the homes are privately owned. I don't see how that negates financial assistance. We're willing to help privately held businesses, why not assist where the homes are fighting to save the county's so very helpless, elderly citizens?
