COVID accountability

Chicago police recently broke up a very large party where participants were close together and not wearing masks. The owner of the establishment was heavily fined, and rightly so, but why aren't the participants also cited? Many will get COVID-19, and even if they have no symptoms, they will spread it to others, some of whom will get sick and may even die.
