Consider source of state's budget surplus
Although I find Mr. Martire's column interesting and it actually contains definitely good things to be done, I think that the term "unexpected on-budget surplus " needs to be researched much further.
Where did it come from? Certainly not the state's current revenue streams as the governor wanted to level additional taxes under the guise of adjusting the tax tables, because he told us it was needed to level the playing field between the rich and poor and that if it wasn't voted for, the economy would tank. Or is this possibly from federal funding for COVID 19 related expenses?
Where did the surplus come from and can we expect similar results in the following years? My bet is this is a one-time deal.
Don't think for a minute that anything that happens at the state level is not politically motivated, especially during an election year. His intention is to spend the money to improve his re-election bid or get it spent so that the next administration doesn't get to make the choices.
