Why Rauner gripes about no budget?

Listening to our governor complaining about the lack of a budget sent me to search the Illinois State Constitution as to whose job it is to present a budget.

Why isn't the press educating our citizens to the fact that Article VIII (Finance), Section 2a states that the governor shall prepare and submit to the General Assembly a state budget for the ensuing year? Why are we getting an earful from our governor complaining that he has not received a balanced budget from our state Congress?
