Shouldn't there be a law against not prosecuting?

It is so frustrating to watch while our elected officials continually ignore the law in the conduct of their office, from the President of the United States down through the district attorneys of various large cities.

I keep hoping that someone can come up with a way to punish these people for their refusal to do what they were elected to do - controlling our borders and prosecuting those who have committed crimes.

I have to wonder why the Manhattan district attorney can say "I have a right to not prosecute crimes."

Why can this not be prosecuted as a crime? What process exists to cause changes to be made, if any?

Don't tell me "the ballot box." The electorate continues to put these people in office. Consider the failed California effort to recall Newsom. It seems to me there has to be a way to use the law to prosecute those who so flagrantly ignore the laws their offices are supposed to enforce.
