Letter: Rate hike confusion

Reading the April 16 article about ComEd asking for a rate hike of $2.20 a month to be able to collect $199 million to offset costs of transitioning to 100% clean energy confuses me. It states there was a rate hike of 45 cents earlier this year to generate $100 million. If they want another $199 million, why wouldn't the rate hike be 90 cents? If they can collect $100 million with 45 cents, they don't need $2.20 to collect $199 million.
