Act does not protect all Vietnam veterans

When Congress wrote the Pact Act, they passed a bill that does not give a disability rating except "0"for those that were exposed to Agent Orange and have hypertension and are on medication to control their high blood pressure. The way it was written says that if you are on medication and your blood pressure is normal or close to normal, your compensation rating is "0." In order to receive compensation of 10% or more you have to stop taking your medication, which could cause you to die or have a stroke or heart attack. What was Congress thinking? Or maybe they did not realize what they passed. This bill did not help Vietnam veterans that have the disability due to exposure to Agent Orange while serving their country.
