Bills before bonuses

I was upset to read that some state workers are getting a total of $3 million to $4 million in bonuses. Where is this money coming from? The state still owes money to countless organizations. Remember, we only have a temporary, stopgap budget that ends this December. The state needs to pay what it owes to these organizations AND have a balanced budget before giving out bonuses. Shame on you Illinois.
