Some government units cooperate already

Some taxing districts have been sharing and working together for years, Take a look at Bartlett, Streamwood, Hanover Park, Carol Stream, West Chicago, South Elgin, Elgin and Hoffman Estates, just for example. They have been working together for years training for disasters.

In Bartlett's case in point, two major train accidents were handled very well because of preplanning.
