Curious settlement

I find it disheartening to read that the District 15 school board settled a contract for the custodians and mechanics so quickly while the Education Support Professionals are still waiting and have been working without a contract since July 1.

Does the board value the people who take care of the buildings more than it values the people who work with students?

Is it because most of the custodians/mechanics are men while most of the ESPs are women?
