Residential — with some retail — planned for last portion of old Dominick’s site in Rolling Meadows
Two vacant lots from the old Dominick’s property in Rolling Meadows — long envisioned for commercial use — will instead be mixed use, with streetside retail and three dozen residential units above it, according to new plans.
The city council is set to take an early first reading vote Tuesday to release public easements that would pave the way for construction of two buildings at 2801-2843 Kirchoff Road.
A final vote Nov. 10 would be all that’s needed for the proposed redevelopment, which proposes nearly 9,000 square feet of commercial space and 36 residences spread across the buildings measuring three and four stories.
No other zoning permissions or public hearings would be necessary, following the council’s creation of a “TC” Town Center zoning district in May 2025 — a key recommendation of the city’s adopted Kirchoff Road Corridor Study. The new zoning allows taller building heights and placement of parking lots behind buildings, among other regulations, to encourage pedestrian-oriented development along a corridor once considered Rolling Meadows’ downtown.
The new zoning also requires the buildings to be built within 10 feet of the property line, even though the lots are currently subject to 12.5 feet of easements along the Kirchoff frontage. The easements — 5 feet for planting and pathway, and 7.5 feet for public utilities — go back to the mid 1990s, but were never used and aren’t needed for public purposes anymore, city officials said.
“The (developer) would be happy for the extra room. We don’t need the room. We’re happy to just give it to them,” said Glen Cole, the assistant city manager and community development director. “That will let them shift the building a bit closer to the street. They’ll comply completely. And we’ll see the first private new building development on Kirchoff Road because of this Town Center initiative.”
The two 0.8-acre lots were purchased last December for $525,000 by RM Kirchoff LLC, managed by Janusz Luterek and Malgorzata Zawada, according to Cook County property records.
Previous owner Clark Street Development had tried for years to fill the space with commercial users before putting the land up for auction.
The parcels were the last pieces of an 11-acre property once anchored by a Dominick’s grocery store, which closed in 2004. Most of the site was redeveloped into the 106-unit Meadow Square townhouse development following a 5-2 city council vote in 2019.
That followed years of debate about what to do with the land, when various other plans — from townhouses, apartments and retail, to a proposed senior housing community — fell through or were rejected by previous councils.
City hall has already received the first of two building permit applications for the new buildings, Cole said.
Plans call for a dozen residential units in the smaller building and two dozen in the other. Most would be two-bedroom residences.
Covered parking — one per unit — is planned on the first floor of each building. Commercial tenants for the first floor haven’t been announced.
Cole said the city would release the easements when the first building permit is issued.
