Conflicting sentences

I see that the couple who stole $142,000 while working for a Palatine seal coating couple received probation and a requirement to repay the stolen funds within two years. I turned a page to see that a man who kept 46 cats in a trailer gets 40 days in jail. I know the cats were in bad shape. Just wondering how a thief gets such an unbelievably light sentence.
