Carol Stream man charged with child sex abuse after monthslong investigation
A 29-year-old Carol Stream man is facing multiple child exploitation charges following a monthslong investigation by police.
Dil K. Rai, of the 100 block of Elk Trail, is charged with indecent solicitation of a child-aggravated criminal sexual abuse, indecent solicitation of a child through the internet and grooming, all felonies.
He was arrested Tuesday following an investigation that began in November 2024, police officials said.
The investigation began after a citizen familiar with Rai “witnessed suspicious public behavior” between Rai and a 13-year-old girl, police said.
One of the girl's parents eventually sought an order of protection for the child. On the application, the parent wrote a neighbor had reported suspected abuse to police based on their doorbell camera showing the defendant kissing the youth and touching her buttocks. Court records indicate Rai and the girl had communicated for several months via Instagram messaging.
Rai filed a response denying the allegations, according to court records
Rai was granted pretrial release Wednesday and ordered to stay away from the girl.
His next court date is slated for March 24.
