Remove Illinois from voting compact

I have been interested for a while in the movement for the National Popular Vote Interstate Compact (NPVIC).

It started in 2006, and it had 18 member states recently. Its impact on the Electoral College vote is too long to explain in a short letter, but applying the rules of the compact to the 2024 presidential election will be most instructive.

In all and possibly only the 18 member NPVIC states, Kamala Harris won the popular vote and the Democratic electors. However, by the rules of the NPVIC, since Donald Trump won the popular vote nationwide, the electors for Trump rather than Harris from all those 18 states would be seated in the Electoral College when it votes for president. The presidential vote for Trump would then be unanimous or nearly so. That would be a political lie. It was certainly not unanimous.

Thus, there are serious practical and constitutional problems with the NPVIC. First, it is unconstitutional according to Article I, Section 10 and Article IV, Section 4. The methods for changing the Constitution are in Article V. Second, it is impractical. It distorts the election results as demonstrated by the 2024 election.

Therefore, I highly recommend that our legislature remove our state from the NPVIC.
