Rauner says turn limits should be on 2016 ballot

SPRINGFIELD, Ill. (AP) - Gov. Bruce Rauner says there should be a term limits question on the 2016 ballot.

The Winnetka Republican delivered his State of the State address on Wednesday. He says term limits overcome the power of incumbency and bring "fresh thinking" to government.

He backed a signature drive for term limits and other reforms during the 2014 governor's election. The courts ultimately found the measure unconstitutional for the ballot.

Rauner says that voters should decide the issue.

The speech before lawmakers laid out Rauner's agenda for the year ahead.

Rauner says Illinois needs to reduce spending on Medicaid and pensions and make the state more business-friendly. He also said the state should increase education funding.
