Democracy ignored

Recently, there has been much publicity regarding the fact that Illinois is the only state that requires senior drivers to be road tested. This has gone on since 1958. It looked like this wrong was going to be corrected with House Bill 4431. The bill had broad supportĀ from both sides of the aisle. Then, we learned that the bill is dead, killed by one nonelected person in the House. How can this happen in a democracy?
