The true link of compassion, competition

In Burt Constable's important article about the failure of Illinois to fund the essential Early Intervention program, he quotes Gov. Rauner as saying: "We can't be compassionate to help the most vulnerable if we're not competitive."

But it is the opposite which is actually true: We can't be competitive unless we are compassionate.
