Flooding shows system not 'working perfectly'

I read your article about flooding in Dupage. The answer that Mr. Fay gave about the flooded streets in Carol Stream is unsatisfactory.

The people of Carol Stream were told that this project would fix the flooding problem, so as far as I can see, they just wasted $12.5 million.

If the system was "working perfectly," why is the whole park under water?
