Road striping near I-90 off the mark

Has anyone but me noticed the road work that was completed in Elgin off Duncan Avenue under the I-90 tollway? Who inspects then approves the work being done? Is it Elgin? The county? It's always been unclear who maintains what part of that section from Elgin to Dundee.

Every time I drive that stretch of road now I wonder if the company the was contracted to stripe the roadway was paid. I've never seen more crooked lines except for kindergartners learning to color for the very first time.

Who approves this kind of work? I know if it was my money they would have never been paid. Oh, that's right, it is my money; tax money.
