State not doing its job to keep companies here

I just read that Illinois has lost another business, this time to Boca Raton, Fla. Cancer Treatment Centers of America is moving its headquarters to Florida from Schaumburg. This move will cost Illinois 225 jobs averaging $90,000 annual salaries. In addition the business is looking for an office building in Boca Raton for $12.5 million.

These jobs and office spaces will be lost from the Illinois tax rolls and consumer spending. Boca offered less than $2 million in incentives to lure this company. If memory serves me correctly, Chicago and Illinois offered Boeing hundreds of millions to move Boeing and about 450 jobs to Chicago. Can anyone explain how these things work?
