Hard to figure electricity increase

In the Business Section of Feb. 27, I found "3 Things to know today." No. 2, I have trouble with. Just in my Com-Ed bill I found a 58 percent increase in their product. See my letter below to some of our Illinois legislators on Feb. 19. I do not expect a reply; but I bet I'm right.

"Best if we stick together on somethings like utility bills. A review of my Com-Ed bill from February 2014 shows that a "kwh" a year ago was 0.04397. The bill I will paying today shows a "kwh" to be 0.06977. Well, with my outdated way of figuring - paper and pencil - I find my current bill to be a 58 percent increase over last year. Can anyone offer a rational reason for such an increase? I would really like to know of one. I had heard of an increase in the works, however, 58 percent?"

How about this. Just two days ago I received a note from Com-Ed telling me that on average I'm using more of their product than my neighbors are. My current bill shows a drop in usage from a year ago. The extra cost in my current bill was created by the supplier, not the user.
