Why not finish the job on Rand Road

On Aug. 3, I was driving southwest on the newly paved Rand Road in Arlington Heights. Maybe someone can explain to me why the curbs were replaced where needed but not the center islands at major intersections. These have broken and missing concrete and all sorts of vegetation in the cracks.

Seems to me that whoever paid for this, probably us taxpayers, a complete job could have been done. It would also look better. Just saying.
