For some, landline is link to outside

I'm a disabled senior citizen living on 1994 pension and social security amounts. Yet prices increase and to apply for help we are given web addresses instead of a telephone number. So if we can't afford a computer or monthly access to the web charges, we are out of luck. For some of us, our landline is our only source to get outside help. What can we do?
