Is a memorial appropriate here?

Naperville Park District suggests a plaque at the quarry following the death of two people.

While I have sympathy for those who lost loved ones, the article goes on to tell about the fact that these people were intelligent and had potential. But a memorial?

Why do "smart" people, those who are intelligent, agree to drive with those who are impaired by drugs and/or alcohol? I would hope others can learn that a good decision is a lifesaving decision.
