Mayoral candidate Garcia presents financial plan for Chicago

CHICAGO (AP) - Chicago mayoral candidate Jesus Garcia's long-awaited financial plan includes county-city collaboration and calling for full audits, but doesn't mention how revenues will be raised.

The Cook County commissioner presented an approach Friday that was short on specifics. Garcia says he'll have a panel of experts do a review once he's elected and take their findings into account before giving more details.

The 18-page plan doesn't outright call for tax increases but stresses the need for more revenue to address the underfunded pension system. Garcia wouldn't say whether he favors extending a telephone tax or increasing property taxes.

Much of Garcia's plan blasted Mayor Rahm Emanuel administration's handling of finances as "clumsy forays."

The runoff election is April 7.

Emanuel's spokesman says Garcia is "stonewalling" and making an "empty promise."
