Elgin mayor signs emergency proclamation

Elgin Mayor David Kaptain signed a proclamation of emergency Friday in response to the COVID-19 pandemic. The proclamation of emergency allows city officials to assemble resources and personnel to expedite emergency planning measures.

The move gives the mayor the power to: purchase or goods and services he deems necessary to the city's emergency response, lease property or structures, adopt rules to expedite issuance of permits necessary to addressing issues that arise from the emergency, and other actions.
