Don't withhold ethnic descriptions

Tell me where I'm wrong --

The police, looking for a crime suspect, often use the news to ask the aid of the populace, giving a description of clothing, height, weight and sex.

Wouldn't it narrow the search by adding the color or ethnic origin? What foolish law would be broken? Why are we asked to help while being blindfolded?

I am sure that in an investigation of a crime, witnesses will be asked about the color or origin of a perpetrator. What is everyone afraid of?
