Lane divider ball design looks odd

I just noticed the newly designed lane dividers at Dundee Avenue and the Northwest Tollway in Elgin.

It would look fine without all those concrete bowling ball-look alikes sticking up.

It looks odd.

I sure would like to know who approved that design.
