Excuses as empty as water stations

Chicago Marathon organizers, who have attempted to shift the blame for their managerial blunder to the marathon runners, should be hung out to dry. Their excuse that the shortage of water was caused by runners using it to cool their bodies is, forgive the pun, "all wet." Attempts to spin what is obviously one of the biggest blunders since the 1992 Chicago flood won't float and in the long run, the city's image will plunge.
