Construction has become a constant

A common saying in Chicago is that there are two seasons -- winter and construction.

We have just suffered through the reconstruction of the Dan Ryan, and the Edens Expressway will be next. Can anyone recall a summer when one of our expressways was not rebuilt? It makes one wonder if there is a plan to have one expressway rebuilt every summer, and if such a plan is a jobs/contracts program. If that's the case, then wouldn't it be better to build a new expressway, such as the crosstown, instead of rebuilding one of our existing expressways?

So if the Edens will be rebuilt in 2008, which expressway will he rebuilt in 2009, causing suffering to those who use that expressway, not to mention the dollars expended for these projects?
