Pets should be kept indoors at night

Don't get me wrong. I love animals, but pet owners should not let their animals run loose at night. If they let them out, these animals will go to other people's houses and make a lot of noise which disturbs them. They are extremely annoying when you're trying, emphasis on trying, to sleep.

I know; I have a cat that has serenaded me and my neighbors every night for the last week. When I take my dog for a walk, she must be on a leash. So, why can this cat freely roam the neighborhood?

I feel that people should have to keep their pets inside at night unless they are on a leash or stay in their owner's yard.
