Health plan doesn't add up

Is there a disconnect here?

Someone who has never had to research health insurance for himself suggests that citizens now would be much better off by doing so. And I do wonder just where the $5,000 to be given to us for getting our own insurance will come from.

Would that mean an increase in taxes or am I just being naive?

Just wondering...
