How can property values be going up?

I was recently reviewing the DuPage County Assessor's Web site and was flabbergasted to see that the property assessments have increased, and the amount of the increase.

I would find it very interesting if an article could be written that provides the reasons for these increases.

With news reports and national surveys stating that property values are decreasing how can DuPage County increase property assessments?

Where are the checks and balances when the assessors complete their work and is this type of action part of the problem that created the housing bubble?
