New Elgin deputy police chief makes history

Growing up in Chicago, Cecil Smith was told always to do his best and be better than the next person.

That mantra helped the 20-year Elgin Police Department veteran earn a promotion from lieutenant to deputy chief - making him the first African-American in the city's history to achieve this rank.

"It's a great honor," said Smith, 47. "It's kind of overwhelming in a sense. I had a few officers in the hallway say 'hey chief, how are you doing?' I just kept walking. It hasn't really set in."

Smith's promotion was one of three announced by the department late Friday.

Sgt. Glenn Theriault, who started with the department in January 1995, was promoted to lieutenant.

Detective Rick Ciganek, who also started in January 1995, was promoted to sergeant.

Smith, who topped three other internal applicants for the job, has served the force in several capacities, including patrol officer, public information officer, and with the Drug Unit and Crime Prevention Bureau.

He believes one factor in his promotion was being approachable to other officers.

"Your people have to believe in you," said Smith, a recent graduate from the FBI National Academy and U.S. Air Force and the Illinois National Guard retiree.

All three men will be at a promotional ceremony 3 p.m. Sept. 26 at the Centre, 100 Symphony Way.
