Requirements for office not helping

In the State of Illinois, in order to run for the tax assessors' office you have to have a specific course completed in order to run for that office. Even if you have a PHD you cannot run for that office without the course completed. All other public offices let you take the required course after you have been elected. It can't be to keep incompetent people out of the office. Just look at what we have in office now. It must be to keep competent people out of the office and keep those in office from having to run against someone qualified that can actually do the job properly.
