Schools need more than good funding
Money can facilitate education but not guarantee it.
Parents must express an interest and appreciation of education and pass this on to their children without these concerns money will not educate.
Private and church-based school, which require parental involvement, produce well educated students at far less cost then public systems.
All public schools within a school district operate under the same budget constraints and when there is a wide disparity of educational level attained, it has to be a reflection of the parental and community interest and involvement.
