Three terms a better limit than two
First, yes the public does have the power to limit terms - by casting their ballot! Unfortunately, over the years we see where on many levels, some representatives are returned to office for decades and they are not voted out of office, for many reasons.
Therefore, I believe we may need term limits, but with enough time to learn the position and become effective during their service to the public. Two terms, in my opinion, is not adequate enough to be both knowledgeable and effective. I definitely feel three terms is a better fit for the responsibility that the aldermen have accepted. If they didn't wish to serve two or three terms, then, they simply don't run again. But, currently after three terms they should have had enough time to serve the city well and move on.
As for those who have completed their terms, they could offer their knowledge and commitment in an advisory capacity. This could be in the form of a written guide for their replacement or perhaps as a volunteer on an advisory committee. This advisory committee could meet perhaps three times a year if they are really concerned about continuing to serve our city.
As for the city clerk's position, I don't believe it should be included in term limits because of the knowledge and procedures the office requires. This includes the everyday services as well as our election and voting procedures. This position could still be accountable to the public at each election or it could be an appointed position. I prefer election.
There are many good features to our government. One is that it can be changed with careful consideration and effort (which includes the constitutional convention). That is what I hope the city council and our citizens will do - give this your careful consideration.
This is OUR CITY and we have a right and duty to help it improve. The city council members know better than most citizens what they consider to be better for our city. Please use your best judgment when considering this question.
