Murder suspect surrenders to police

A Chicago man is being held without bond in connection with the death of his former girlfriend.

Forty-five-year-old Steven Cullars turned himself in to police after he allegedly beat and strangled 40-year-old Kimberly Foucher to death.

Cullars appeared Tuesday in Cook County bond court before Judge Adam Bourgeois Jr. charged with first-degree murder.

According to Assistant State's Attorney Patrick Keane, Cullars saw Foucher in church. He later drove her to a vacant house next to his home on Chicago's Southwest side.

Keane said it was in a garage that Cullars struck Foucher in the face, strangled her with his hands and a belt and then stomped on her throat.
